OTTAWA - Prime Minister Stephen Harper has named veteran civil servant Elizabeth Dowdeswell as Ontario's new lieutenant-governor.

Her public service career spanned provincial, federal and international borders.

She served as a deputy minister of culture and youth in Saskatchewan and was later assistant deputy minister at Environment Canada.

She has also been executive director of the United Nations Environment Program.

Dowdeswell replaces David Onley, who held the position for seven years.
